The texture/metallic effect was made by combining the 3 circles that make up the ring, bringing them to the front, making the fill the Steel Cylinder. Then I used the Crystallize effect, you can mess with the cell size to make it to your liking, under the Photoshop Effects. Then I set the blend mode of the crystallized circle to Overlay at 75% opacity. There you go!
